  • Must be of Hispanic heritage
  • Must be a high school senior graduating from a high school in Hidalgo, Cameron or Starr Counties, Texas
  • Must rank in the top 25 percent of the high school graduating class
  • Must have plans to enroll full-time in a degree seeking program at a four year U.S. accredited institution in the U.S. or Puerto Rico this upcoming academic year
